Jurisconsult is an independent position that is established or introduced in a mandatory manner in accordance with the norms and criteria established by the law in order to ensure the legal activities of the University. Jurisconsult directly reports to the head of the University.

In its activities, Jurisconsult follows the Constitution and laws of the Republic of Uzbekistan, decisions of the Chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, the University Charter and other legal documents.

A person with a higher legal education can work as a jurisconsult, a person with at least two years of work experience in a legal specialty is appointed.

Jurisconsult in the field of organization of ensuring rule of law and legality in law enforcement activities.

 a) submits proposals for the elimination of violations of the law, their causes and conditions in the University, as well as in related structures, and participates in the implementation of these measures;

b) examines drafts of orders, decrees, contracts and other legal documents submitted to the university management for their compliance with the law and approves them if there are no objections and proposals. In this case, projects are approved by the legal service after other structures (employees) of the University;

c) gives conclusions on the decisions of state bodies and organizations that affect the realization of the rights and freedoms of individuals and legal entities;

g) independently or together with other structures, prepares proposals on the development of orders, decrees, contracts and other legal documents of the University, changes and additions to them, as well as their invalidation;

d) studies, analyzes and summarizes the practice of law enforcement at the University, as well as in relevant structures, prepares proposals for its improvement and submits them to the management;

e) together with other structures of the University, participates in the review of applications, proposals and complaints that indicate violations of legality in the activities of state bodies, relevant structures and their officials;

j) participates in the development of proposals for improving the management system at the University, defining the rights and obligations of the structures included in the University system and their officials;

z) participates in ensuring compliance with labor legislation at the university, including the development of legal documents regulating labor relations (employment contract, collective agreement, collective agreement, etc.), checks the legality of drafts of these documents and gives a legal opinion;

i) submits a report on the state of ensuring the rule of law and legality in the activities of the university management;

k) Provides legal assistance to university employees and trade unions and other representative bodies in the exercise of their powers.

Supervision over the legality of drafts of normative legal and other documents developed (adopted) by the university, as well as participation in the law-making activities of state bodies and organizations, in the field of coordination of the work of its structures in preparing proposals for the improvement of legislation.

a) participates in the development, implementation and control of the plans of the university's norm creation activities;

b) Develops or participates in the development of drafts of normative legal documents on issues within the competence of the University;

c) if there are no objections and proposals on draft normative legal documents, he shall approve them. In this case, projects are approved by the legal service after other structures (employees) of the University;

g) carries out a legal examination of the drafts of normative legal documents submitted for examination or agreement, independently or together with other structures, on the validity and expediency of their application to the legislation, the rules of legislative technique, referring norms, as well as the absence of corruption-causing factors in them. prepares conclusions;

d) if there are no objections and suggestions on the drafts of regulatory legal documents, he shall approve them. In this case, projects are approved by the legal service after other structural structures (employees) of the state body and organization;

e) systematically conducts an analysis aimed at identifying the factors that cause corruption in the relevant field of activity of the state body and organization;

j) participates in the development of proposals for improving public administration in the field of OTT activities;

z) maintains a systematic account of documents received by the University and issued by it, including regulatory legal documents, in accordance with the established requirements, ensures their preservation and control;

i) takes measures to replenish the fund of regulatory legal documents of the University, including the fund with codes, laws, commentaries, newsletters and other legal publications, makes proposals to the University management about subscription to legal publications;

k) Provides methodical support to the legal work of structures included in the university system, develops recommendations and instructions on the directions of legal service activity.

The legal service of the university performs other functions in accordance with the law.

Jurisconsult cannot be assigned functions not provided for by law.
